What are DA Cost Estimates?
In NSW, a Development Application (DA) is a formal request made to a local council for permission to carry out development work on a property, such as building a new house, renovating an existing one, or changing the land use. The DA Cost Estimate Report is a document outlining the estimated costs associated with the proposed development project. These reports are used by NSW councils to calculate DA fees and levies.
When submitting a DA to a council, the applicant is usually required to provide a detailed plan of the proposed development and provide either a DA Cost Estimate or a Estimated Development Cost Reports (EDC) in accordance with NSW legislation and specific council requirements.
DA Cost Estimates can include a range of costs, such as the cost of construction, builders costs (margin, preliminaries), professional fees and GST. They may also take into account additional expenses such as landscaping, drainage and other requirements such as BASIX and BAL.

We are AIQS Registered Quantity Surveyors who are experts in preparing NSW Council DA Cost Estimate & Estimated Development Cost Reports (EDC) as required by NSW local councils or NSW Planning for DA or CC Submission.
WHY ARE THEY REQUIRED?
Most NSW Local Councils require that these reports are to be included as part of the Development Application (DA) or Construction Certificate (CC). Councils require this to ascertain the value of the project so the fees and contributions (EPA Sections 7.11 and 7.12) attributable can be calculated.
We are experts in this and our service includes:-
- Reviewing the plans which are to be submitted as part of the DA or CC;
- The preparation of an estimate generally in accordance with the Australian Cost Management Manuals from the Australian Institute of Quantity Surveyors;
- Calculating the development costs in accordance with the definition of the Local Council
- The inclusion of GST in the calculation;
- Measurement of Gross Floor Areas in accordance with the Method of Measurement of Building Areas in the AIQS Cost Management Manual Volume 1, Appendix A2.
- Populating and signing the forms required by Council

HOW MUCH IS THE FEE TO COUNCIL FOR DA?
Every NSW Council calculates the contribution slightly differently and the thresholds vary as to whether the DA cost estimate report is required or not. We suggest you review your DA application form which will advise if a report is required or not and contact your council about what the percentage contribution charge is.

In 99% of projects - no. All the information we require is usually on the DA documentation. If not we will have a chat to the Architect.
Yes! We do this all for you. We fill in the forms and sign the it including our AIQS member number. Please note that some councils do not have forms but we still provide a generic format which meets their requirements.
We prepare the DA Cost Estimate & Estimated Development Cost Reports (EDC) in accordance with your council guidelines, requirements & format:
- Reviewing the plans which are to be submitted as part of the DA or CC;

We operate out of two locations - Sydney CBD and Norwest Business Park (Baulkham Hills). We however, have experience preparing NSW Council DA Estimates anywhere in NSW. We don't need to physically meet you, although a coffee would be nice. We can do everything virtually!
