In NSW, a Development Application (DA) is a formal request made to a local council for permission to carry out development work on a property, such as building a new house, renovating an existing one, or changing the land use. The DA Cost Estimate Report is a document outlining the estimated costs associated with the proposed development project. These reports are used by NSW councils to calculate DA fees and levies.
When submitting a DA to a council, the applicant is usually required to provide a detailed plan of the proposed development and provide either a DA Cost Estimate or a Estimated Development Cost Reports (EDC) in accordance with NSW legislation and specific council requirements.
DA Cost Estimates can include a range of costs, such as the cost of construction, builders costs (margin, preliminaries), professional fees and GST. They may also take into account additional expenses such as landscaping, drainage and other requirements such as BASIX and BAL.

Most NSW Local Councils require that these reports are to be included as part of the Development Application (DA) or Construction Certificate (CC). Councils require this to ascertain the value of the project so the fees and contributions (EPA Sections 7.11 and 7.12) attributable can be calculated.

Every NSW Council calculates the contribution slightly differently and the thresholds vary as to whether the DA cost estimate report is required or not. We suggest you review your DA application form which will advise if a report is required or not and contact your council about what the percentage contribution charge is.

Yes! We do this all for you. We fill in the forms and sign the it including our AIQS member number. Please note that some councils do not have forms but we still provide a generic format which meets their requirements.
