About Estimated Development Cost (EDC) Reports for DA

When lodging a Development Application (DA) via the NSW Planning Portal or directly with Council, most NSW local councils require Registered Quantity Surveyor’s Cost Summary Reports or Estimated Development Cost Reports (EDC) to be included. This also applies to Complying Development Certificates (CDC) and Construction Certificates (CC).


These reports are used by councils to determine the project’s value, which is necessary for calculating development fees and contributions.

In 99% of cases — no site visit is required. We can usually obtain all the necessary information from the DA documentation. If anything is unclear, we’ll get in touch with the architect directly.


A site inspection may only be needed for other types of quantity surveying reports, such as those prepared for NCAT or cost-to-complete assessments.

  • Reviewing the plans which are to be submitted as part of the DA, CDC or CC;
  • The preparation of an estimate generally in accordance with the Australian Cost Management Manuals from the Australian Institute of Quantity Surveyors;
  • Calculating the development costs in accordance with the definition of the Local Council or NSW Dept of Planning Circular PS24-002, as applicable.
  • The inclusion of GST in the calculation;
  • Measurement of  Gross Floor Areas in accordance with the Method of Measurement of Building Areas in the AIQS Cost Management Manual Volume 1, Appendix A2.
  • Populating and signing the forms required by Council, if applicable
